The City of Kaufman provides a straightforward process in working with new developers.  As a small community, Kaufman provides an efficient and nimble approach to our development process.  Below is the City’s development process.  For more information or questions regarding the City of Kaufman’s development process or permits, you can contact the department at (972) 932-2216 or on their website.  For projects outside the City of Kaufman in unincorporated areas of Kaufman County, you’ll need to visit with Kaufman County’s Development Services Department, which can be contacted at (469) 376-4127 or on their website. Projects within the Extraterritorial Jurisdiction (ETJ) of the City of Kaufman must plat their property with the City and comply with the subdivision ordinance. To determine if you’re in the ETJ of the City of Kaufman, please contact the City of Kaufman Development Services Department at (972) 932-2216.

  • Contact City of Kaufman Development Services Staff to ensure your project aligns with City ordinances. Staff can provide approximate timing estimates on working through the development process should your project have specific needs or requirements.
  • Schedule a Pre-Development Committee Meeting with City Staff to discuss your project with key city personnel involved in the development process. These meetings are typically conducted on Tuesday mornings. Kaufman EDC Staff can also assist in scheduling a Pre-Development meeting.
  • Plans Submittal to City of Kaufman Development Services Staff via digital platform.
  • Site Plan Process – upon submittal of plans, City staff will review and provide comments to the applicant.  Approvals within this portion of the process can be done simultaneously.
         • Zoning
         • Platting
         • Civils & Construction Plan Review
  • Consideration by Planning & Zoning Commission – this board meets the first Tuesday of each month and considers projects once City staff have determined the applicant has provided everything necessary.
  • Consideration by City Council – should the Planning & Zoning commission recommend approval, the item will be sent to the City Council for consideration. Council meets the fourth Monday of each month.
  • Contractor Registration – all contractors working within the city limits of Kaufman must register with the City.
  • Building Permits issued
  • Commence Construction – regular inspections will be completed by the City’s construction inspector.
  • Certificate of Occupancy

Permitting

Businesses leasing or buying existing space in the City of Kaufman must contact the City’s Development Services Department for information related to permits needed for their business and apply for a Certificate of Occupancy. General permits along with specific permits for certain types of businesses are issued by the City’s Development Services Department. Any contractors performing renovation or expansion shall register with the City of Kaufman. Permits can be applied for digitally through the City of Kaufman’s website.
